John Rich, director of TV comedies, dies at 86 (AP)

LOS ANGELES ? Television director John Rich, who won an Emmy Award for the memorable "All in the Family" scene showing Sammy Davis Jr. planting a kiss on Archie Bunker, has died in Los Angeles at 86.

Rich also won an Emmy for "The Dick Van Dyke Show."

Directors Guild of America spokeswoman Sahar Moridani tells the Los Angeles Times ( http://lat.ms/yg21r5) that Rich died Sunday morning at his Los Angeles home after a brief illness. There are no other details.

His 50-year Hollywood career included "I Married Joan," "Our Miss Brooks," "Gunsmoke" and "Bonanza." He also directed episodes or pilots of "The Twilight Zone," "Gomer Pyle, U.S.M.C.," "Gilligan's Island," "The Brady Bunch," "Maude," "Good Times," "The Jeffersons," "Barney Miller" and "Newhart."

Senegal opposition leads cortege to police station (AP)

DAKAR, Senegal ? The leaders of Senegal's opposition led a long cortege of cars to the capital's central police commissariat to protest the detention of a human rights activist.

Alioune Tine, the organizer of the anti-government protest Friday which turned violent after the country's top legal body validated President Abdoulaye Wade's bid for a third term, was detained Saturday.

The constitution was revised after the 85-year-old Wade took office in 2000 to limit the number of terms to two. Wade argues the law is not retroactive and so cannot be applied to him since he took office before it took effect.

Late on Sunday, the constitutional council was meeting to consider the appeals submitted by opposition leaders who are calling into question the legality of Wade's candidacy. They are also considering an appeal submitted by music icon Youssou Ndour, whose application was disqualified because he allegedly did not turn in enough legal signatures on his petition to run for president.

The procession of cars descended along the capital's coastal highway, and surrounded the police station, located in a narrow side street in the downtown Plateau district near the presidential palace. On Saturday, the 52-year-old Ndour had tried to enter the building where Tine was being held, and a scuffle ensued when the police refused to let him in.

"We need to go get Alioune Tine," said El Hadj Diouf, an opposition leader who is a member of parliament. "If we don't react, those in power will prevent us from being at the forefront of our revolutionary battle."

No crowing from Donovan after win against Dempsey

LIVERPOOL, England - There was no crowing from Landon Donovan after he led his Everton side to victory over Clint Dempsey's Fulham in England's FA Cup.

After all, the U.S. teammates will be on the same side again soon enough.

Donovan set up both Everton goals in Friday night's 2-1 win but says Dempsey is still the American success story in this season's Premier League.

The former New England Revolution forward has scored 15 goals for Fulham since August and Donovan says "in my opinion, he's been one of the players of the season in the Premier League."

United States international Tim Howard was in goal for Everton and Donovan says the match was "a little bit of an American invasion."

BP emails reveal company veiling spill rate (AP)

NEW ORLEANS ? On the day the Deepwater Horizon sank, BP officials warned in an internal memo that if the well was not protected by the blow-out preventer at the drill site, crude oil could burst into the Gulf of Mexico at a rate of 3.4 million gallons a day, an amount a million gallons higher than what the government later believed spilled daily from the site.

The email conversation, which BP agreed to release Friday as part of federal court proceedings, suggests BP managers recognized the potential of the disaster in its early hours, and company officials sought to make sure that the model-developed information wasn't shared with outsiders. The emails also suggest BP was having heated discussions with Coast Guard officials over the potential of the oil spill.

The memo was released as part of the court proceedings to determine the division of responsibility for the nation's worst offshore oil disaster, which began when the BP-leased Deepwater Horizon exploded April 20, 2010, killing 11 men about 50 miles southeast of the Louisiana coast. The first phase of the trial is set to start Feb. 27.

BP officials declined to comment on the emails late Friday.

The official amount of oil that flowed from the well was pegged at 206 million gallons from at least April 22 until the well was capped on July 15, a period of 85 days. That's a daily flow rate of about 2.4 million gallons ? two-thirds of the way to BP's projection of what could leak from the well if it was an "open hole." BP has disputed the government's estimates.

Having an accurate flow rate estimate is needed to determine how much in civil and criminal penalties BP and the other companies drilling the well face under the Clean Water Act.

In the memo, a BP official urges not to share the flow-rate projections and refers to the "difficult discussions" the company was having at the time with the Coast Guard.

Gary Imm, a BP manager, told Rob Marshall, BP's subsea manager in the Gulf, to tell the modeler doing the estimates "not to communicate to anyone on this."

"A number of people have been looking at this we already have had difficult discussions with the USCG on the numbers," Imm said in the email string, referring to the Coast Guard and flow estimates.

On April 23, 2010, the Coast Guard, relying on BP's remotely operated vehicles, said no oil was leaking from the well a mile under the sea. A day later, Coast Guard Rear Adm. Mary Landry announced that oil was leaking an estimated rate of 42,000 gallons a day. The Coast Guard and BP did not divulge how they reached that figure.

In the second week after the spill, the official flow rate was increased to 210,000 gallons a day, an estimate the government continued to use until May 27.

On May 24, BP informed Congress they used an "undisclosed method to generate much higher figures" than the official estimates, according to a report from a presidential commission investigating the spill. BP estimated that the flow rates were between 210,000 gallons and 1.6 million gallons a day, the January 2011 report said.

As the spill grew into weeks and months, and soiled fishing grounds, beaches and coastal marshes, independent scientists questioned the official flow rates. Eventually, the federal government convened teams of government and independent scientists to determine how much oil leaked out of the well. They came up with an official estimate of about 2.4 million gallons of oil a day on average.

Wall Street lower at open after GDP data (Reuters)

NEW YORK (Reuters) ? U.S. stocks fell on Friday after data showed the U.S. economy grew less than expected in the fourth quarter, while weak earnings from Ford and continued caution over Europe's debt crisis also weighed on the market.

U.S. gross domestic product expanded at its fastest pace in 1-1/2 years in the fourth quarter of 2011, the Commerce Department said, but missed forecasts. A strong rebuilding of inventories and weak spending on capital goods hinted at slower growth this year.

"Today's GDP numbers while positive indicate that the economy is not really doing all that well and (Federal Reserve) Chairman Bernanke's extreme policy may be in fact what's needed," said Michael Sheldon, chief market strategist at RDM Financial, Westport, Connecticut.

"I wouldn't be surprised to see some profit-taking at any time, given the recent rally we've had."

Ford Motor Co (F.N) shares fell 5.5 percent to $12.04 after the carmaker reported a lower-than-expected fourth-quarter profit on higher commodity costs and losses in Europe and Asia.

The Dow Jones industrial average (.DJI) was down 37.31 points, or 0.29 percent, at 12,697.32. The Standard & Poor's 500 Index (.SPX) slipped 1.47 points, or 0.11 percent, at 1,316.96. The Nasdaq Composite Index (.IXIC) was up 3.55 points, or 0.13 percent, at 2,808.83.

Euro zone finance officials voiced optimism a deal to avert a disorderly Greek default was imminent and key building blocks to resolve Europe's sovereign debt crisis were gradually fitting into place. Renewed concern about the crisis has troubled markets this week.

Procter & Gamble Co (PG.N) shares fell 0.1 percent to $64.82 after its quarterly profit plunged 49 percent as it wrote down the value of its appliance and salon professional products businesses. It also said this year's profit would come in lower than previously expected due to the strong dollar.

Chevron Corp (CVX.N) reported lower earnings as increased spending on oil and gas projects and losses at its refinery business offset gains from higher crude oil prices. The shares fell 2.4 percent to $104.01.

Juniper Networks Inc (JNPR.N) and Riverbed Technologies Inc (RVBD.O) offered gloomy first-quarter outlooks late Thursday that were below expectations. Juniper was down 8.1 percent to $20.55.

According to Thomson Reuters data, 59 percent of 152 S&P 500 companies reporting earnings as of Thursday morning beat analysts' estimates. In recent quarters, the beat rate has been 70 percent at this stage of the earnings season.

A rally from late last year that has pushed the S&P 500 up 23 percent from lows in October has left the index facing tough resistance at around the 1,330 level, which marks a four-year downtrend line from its all-time highs in 2007.

Oliver Pursche, president at Gary Goldberg Financial Services in Suffern, New York, cautioned against reading too much into recent market strength.

He cited a "volatile environment," in which "there are plenty of global issues that can derail the global economy."

Eastman Chemical Co (EMN.N) offered to buy specialty chemical maker Solutia Inc (SOA.N) for about $3.38 billion in cash and stock to extend its reach in emerging markets, particularly the Asia-Pacific region. Solutia shares rose 41 percent to $27.59.

Statins May Stave Off Liver Cancer in People With Hepatitis B (HealthDay)

THURSDAY, Jan. 26 (HealthDay News) -- Popular cholesterol-lowering statins may also lower risk for liver cancer among people with hepatitis B, a new study shows. Hepatitis B, an inflammation of the liver due to the hepatitis B virus, is one of the main causes of liver cancer.

This is not the first time that statins have shown promise in reducing risk for cancer. Other studies have hinted that these drugs may play a role in preventing certain types of cancer, including breast cancer.

In the new study of more than 33,000 individuals with hepatitis B followed from 1997 to 2008, those who took a statin were less likely to develop liver cancer, when compared to participants who were not prescribed statins. What's more, the longer a person took statins, the greater the liver-cancer risk reduction. Study participants were prescribed the statins to treat high cholesterol levels. Overall, 1,021 people developed liver cancer during the study period.

More research is needed to see how statins may lower liver cancer risk among people with hepatitis B, the researchers said.

"Statins have potential protective effects against cancers [and] carriers of hepatitis B virus infection have a substantial risk of [liver] carcinoma," said Dr. Pau-Chung Chen, a professor of environmental medicine and epidemiology at National Taiwan University, in Taipei. "Statin use is not only a benefit to preventing cardiovascular diseases, but also an additional, convenient and acceptable strategy for preventing hepatocellular carcinoma," or liver cancer, Chen said.

However, statins can cause a potentially dangerous rise in liver enzymes and liver damage. Regular liver function tests are required for all people who take statins.

The study appeared online Jan. 23 in the Journal of Clinical Oncology.

"This is exciting and unequivocally solid research," said Dr. Eugene Schiff, a professor of medicine and director of the Center for Liver Diseases at the University of Miami Miller School of Medicine.

"One of the issues is that statins are relatively contraindicated in people with liver disease," Schiff said. But "the take-home message for people with hepatitis B or anybody with liver disease is that statins are safe. This re-emphasizes the point that if someone has chronic hepatitis B and there is an indication for statins, they should get them and they may be beneficial far beyond lowering cholesterol: They may also reduce their risk for liver cancer."

Dr. David Bernstein, chief of hepatology at North Shore University Hospital and Long Island Jewish Medical Center in Manhasset, N.Y., is more cautious. "In almost all other liver conditions, cirrhosis must be present before [liver cancer] develops," he said. During cirrhosis, scar tissue replaces healthy liver tissue. "Statins must be used with caution in patients with cirrhosis, which can limit their use in patients with liver disease at risk of developing liver cancer," he said. "Further studies are needed in this patient population to confirm these findings."

Tuition Refund Insurance

Sallie Mae, one of the largest private lenders in the country, just launched open online enrollment for a host of insurance plans for consumers.?

This isn't the lender's first foray into the insurance world. It launched a tuition refund insurance plan back in May for college students.

With the latest additions to its suite of insurance offerings, including plans for for auto, renter's, health and travelers insurance, Sallie's clearly looking to diversify its business outside the realm of college campuses.?

There's nothing all that special about the new policies, but the whole idea of tuition refund insurance gave us pause.?

Insurance policies for college tuition function as a way to protect students if they have to suddenly drop out due to underlying medical issues. For $249 per year, Sallie Mae's plan will cover 100 percent of lost tuition but only up to $5,000 per semester.?

"With the average private college tuition in excess of $38,000, that leaves a sizable shortfall," says Joseph Orsolini of?College Aid Planners, Inc. "That being said, I once had a client whose student gotten bitten by a spider in her dorm room and when into a comma for three days. She had to dropout for obvious reasons. This type of plan would have come in handy."?

But what about the rest of students out there?

Mark Kantrowitz, publisher of Fastweb.com and FinAid.org, has some reservations.

"Tuition refund insurance provides the family with peace of mind, but is probably not necessary for most students," he says.?

There's one case in which it might be a good idea: If you have a long-standing medical illness you fear might take a turn for the worse or require a lot of in-patient treatment. But as Orsolini points out, you might already be covered under your parent's health plan so you'll want to doublecheck beforehand.?

Thanks to a bit of public backlash last year, the tuition refund plan also covers tuition costs for students forced to dropout for mental health reasons. Originally, it only covered up to 75%.?

If it makes a difference, the tuition plan also includes up to $1,000 in coverage for physical or virus damage to your personal computer for all states except New York.?

When it comes to the rest of the lender's insurance offerings, a few might be worth looking into.

Renter's insurance is always a good idea, especially if you're living off campus and want protection for your expensive belongings like furniture and electronics. The plan covers up to $95,000?in losses from?fire, water damage and theft. You can also share the policy with your roommates.

Auto, health, and travel are worth a glance, but you can get those plans from just about anywhere. Do your homework in advance and shop around to compare prices to Sallie Mae's.

Here's one you can skip: Life insurance.

Paul McCartney's wife resigns from New York transit board (Reuters)

NEW YORK (Reuters) ? Nancy Shevell, the American heiress married to former Beatle Paul McCartney, on Wednesday resigned from the board of New York's Metropolitan Transportation Authority where she served since 2001.

"In my 30-year professional career, this has been a highlight for me," Shevell told the board which oversees the New York area's bridges, tunnels and mass transit systems.

"Thank you so much. I am so very emotional and sad right now," she added. She did not give a reason for her decision to step aside.

Shevell, 52, told reporters that she and her husband, 70, one of the two remaining ex-Beatles, would divide their time between New York and London.

Shevell became McCartney's third wife on October 9, 2011. The independently wealthy Shevell, the daughter of a successful trucking company owner, was previously married and has a son.

McCartney's work schedule, meanwhile, remains busy as ever with his newest album "Kisses on the Bottom" due for release on February 7 and a performance planned for the London Olympics this summer.

SKorea's economy slows amid waning overseas demand (AP)

SEOUL, South Korea ? South Korea's economy grew at its slowest pace in two years in the fourth quarter last year as manufacturing waned amid weak overseas demand, the country's central bank said Thursday.

Gross domestic product in the October-December period expanded 0.4 percent from the third quarter, the Bank of Korea said in a release. It was the slowest growth rate since the fourth quarter of 2009, when the economic growth slowed to 0.2 percent from the previous quarter.

On a year-on-year basis, the economy grew 3.4 percent for the whole and for the whole of 2011 it grew 3.6 percent.

Earlier this month, the central bank kept its benchmark interest rate unchanged at 3.25 percent for a seventh consecutive month, citing a global slowdown and the sovereign debt crisis in Europe.

In the final quarter of last year, growth rates for consumer spending and capital and construction spending were weak and exports also decreased, the bank said.

Consumer spending dropped 0.4 percent because of weak expenditures on goods while investment in facilities fell 5.2 percent as investment on machinery and transport equipment decreased, the release said.

Construction investment decreased 0.3 percent while exports and imports fell 1.5 percent and 3.1 percent, respectively, it said.

Oil price up as Iran threatens to block shipments (AP)

NEW YORK ? Oil prices climbed near $100 per barrel Monday as Iran again threatened to block shipments of crude from the Persian Gulf.

Natural gas prices also rose more than 7 percent after one of America's biggest natural gas producers said it would cut production and exploration this year.

Tanker traffic out of the Persian Gulf has been a major concern for oil traders. Iran says it could close the Gulf to tanker traffic, if the West implements an oil embargo. On Monday, the European Union agreed to do just that.

The EU said its refineries will stop buying Iranian crude after July. It also froze assets of Iran's central bank. The sanctions are meant to force Iran to talk with the West about its nuclear program. Iran says its nuclear program is peaceful, but Western nations suspect it is trying to build nuclear weapons.

The embargo itself isn't expected to affect world supplies as oil markets are reshuffled. Analysts say China, which is one of the biggest buyers of Iranian crude, probably will buy more Iranian oil at below-market prices when the embargo begins. That will reduce China's demand from other oil-producing countries that would then sell more to Europe.

"Iran needs to sell its oil to someone," independent analyst and trader Stephen Schork said. "Outside the West, Iran really has only one buyer: China. That means China's probably going to get some sweetheart deals.

Experts say Iran doesn't have the firepower to close off the narrow Strait of Hormuz that tankers use to pass through the Gulf. But a conflict there could still clog the waterway with military vessels and force the world's refineries to wait for crucial oil shipments.

"Benchmark crude rose by $1.51 to $99.84 per barrel in New York. Brent crude, which is used to price foreign oils that are imported by U.S. refineries, rose by 94 cents to $110.80 per barrel in London.

In the U.S., natural gas prices jumped Monday when Chesapeake Energy said it will cut production and exploration because of cheap prices and a massive buildup in supplies. Natural gas production has been surging in the U.S. thanks to new techniques that helped the industry aggressively drill into underground shale deposits.

Natural gas prices have dropped to the lowest wintertime level since 2002. The Chesapeake announcement pushed futures prices 17 cents, or 7.3 percent, higher to $2.52 per 1,000 cubic feet.

At the pump, the national average for a gallon of gasoline stayed at $3.38, according to AAA, Wright Express and Oil Price Information Service. That's nearly 16 cents higher than it was a month ago and up 27 cents from a year ago.

In other energy trading, heating oil rose by 4 cents to $3.02 per gallon, while gasoline futures rose about a penny to $2.79 per gallon.

Why does Mitt Romney manage his investments from the Caymans?

Mitt Romney's holdings in the Cayman Islands have generated lots of interest in investment funds that are managed from the U.S. but incorporated in foreign jurisdictions. The real winners in these arrangements are U.S. tax-exempt entities, not Mitt Romney and the investors themselves.

The real winners are U.S. tax-exempt entities, such as charities, pension funds, university endowments, and IRAs, as well as foreign investors.?? And investment fund managers can benefit too.

Here?s why:? When tax-exempt investors make money that is separate from their tax-exempt purpose, they are subject to a special tax, known as the ?UBIT? or the unrelated business income tax.? A special rule also deems all debt-financed income to be unrelated business income.? Because deals put together by private equity firms are often heavily leveraged (as are investments by hedge funds), debt-financed income often is generated.

If a tax-exempt entity were a partner in one of these deals, it would be taxed as if it earned the income that was earned by the partnership and, thus, be subject to the UBIT.?

But tax-exempts (including individuals who invest through their IRAs) can avoid this tax by investing in a corporation which, in turn, invests in the partnership (or invests directly in the deal).? The tax-exempt?s income from its investment then comes either as dividends or capital gains, neither of which is subject to the UBIT.? But there is a problem:? If the corporation were based in the U.S., it would have to pay corporate-level tax on the earnings from the partnership, thus lowering returns to the tax-exempt.? But, if the corporation located in a tax haven, it would owe no tax (U.S. or foreign) on the earnings.

Similarly, foreign investors could use a corporation to block tainted income from a partnership.? Normally, foreign investors would be subject to tax on U.S. income that is effectively connected to a U.S. trade or business.? But a foreign investor who received distributions from another foreign corporation or realized gains from the sale of its stock could avoid any direct U.S. tax and would not have to file any U.S. returns.

Setting up as a foreign corporation may also benefit the investment fund managers by allowing them to defer compensation.? ?By now, most readers of Tax Vox know that these managers often are paid for their services with profits of a partnership (?carried interest?).? But they can also be compensated with a contractual right to payment from a foreign corporation which, like carried interest, can be based on an investment fund?s performance.?

Income from a carried interest often is taxed as capital gains rather than as ordinary income, and thus enjoys a lower rate (15 percent v. 35 percent).? But the tax is owed right away.? The contractual right is taxed as ordinary income, but generally is deferred until the manager is actually paid.? If the investments are throwing off long-term capital gains, the manager may prefer to be paid through carried interest.? But if the fund is turning over frequently and thus generating lots of short-term gains (which are taxed at ordinary rates anyway), the manager may prefer a contract payment that is deferred?and taxed later.

These arrangements don?t entirely wipe out every investor?s tax liability. U.S. taxpayers, such as Romney, pay tax on their income regardless of where they earn it, so they can?t avoid U.S. tax by investing in Cayman entities.? In addition, although U.S. taxpayers generally are not taxed on income derived through a foreign corporation until the income is distributed as a dividend, U.S. investors often must accrue income currently if the foreign corporation primarily has passive income or assets or U.S. owners.???

Of course, investment funds may want to incorporate abroad for non-tax reasons, such as fewer regulations and less disclosures. ?But tax advantages are a major factor.? Despite the headlines, tax-exempt investors, and fund managers, and not U.S. taxable investors often benefit most from these arrangements.

AP Exclusive: US talks to Afghan insurgent group (AP)

ISLAMABAD ? Anxious to accelerate peace moves, top-level U.S. officials have held talks with a representative of an insurgent movement led by a former Afghan prime minister who has been branded a terrorist by Washington, a relative of the rebel leader says.

Dr. Ghairat Baheer, a representative and son-in-law of longtime Afghan warlord Gulbuddin Hekmatyar (Gul-bu-DEEN HEK-mah-tyar), told The Associated Press this week that he had met separately with David Petraeus, former commander of NATO forces in Afghanistan and now CIA director, and had face-to-face discussions earlier this month with U.S. Ambassador Ryan Crocker and U.S. Marine Gen. John Allen, currently the top commander in the country.

Baheer, who was released in 2008 after six years in U.S. detention at Bagram Air Field in Afghanistan, described his talks with U.S. officials as nascent and exploratory. Yet, Baheer says the discussions show that the U.S. knows that in addition to getting the blessing of Taliban chief Mullah Mohammad Omar ? a bitter rival of Hekmatyar even though both are fighting international troops ? any peace deal would have to be supported by Hekmatyar, who has thousands of fighters and followers primarily in the north and east.

Hizb-i-Islami, which means Islamic party, has had ties to al-Qaida but in 2010 floated a 15-point peace plan during informal meetings with the Afghan government in Kabul. At the time, however, U.S. officials refused to see the party's delegation.

"Hizb-i-Islami is a reality that no one can ignore," Baheer said during an interview last week at his spacious home in a posh suburb of Pakistan's capital, Islamabad. "For a while, the United States and the Kabul government tried not to give so much importance to Hizb-i-Islami, but now they have come to the conclusion that they cannot make it without Hizb-i-Islami."

In Washington, National Security Council spokeswoman Caitlin Hayden would not confirm that such meetings took place but said the U.S. was maintaining "a range of contacts in support of an Afghan-led reconciliation process."

On Saturday, Afghan President Hamid Karzai said he also had met recently with Hizb-i-Islami representatives. Baheer said he attended those meetings but added that the party considers the Afghan government corrupt and lacking legitimacy.

Karzai's announcement appeared intended to bolster his position as the key player in the search for peace. The U.S. repeatedly has said that formal negotiations must be Afghan-led, but Karzai has complained that his government has not been directly involved in recent preliminary talks with Taliban representatives and plans for setting up a Taliban political office in the Gulf state of Qatar.

Baheer said his meeting with Petraeus, whom he described as a "very humble, polite person," was marked by a few rounds of verbal sparring with each boasting a battlefield strength that the other dismissed as exaggerated.

"There was a psychological war in these first meetings," he said.

Baheer said Crocker and Allen tried to persuade Hizb-i-Islami to become part of Afghanistan's political network, accept the Afghan security forces and embrace the nation's current constitution. He said Hizb-i-Islami was ready to accept the security forces and the constitution, but wants a multiparty commission established to review and revise the charter.

"We are willing to make compromises," said Baheer. "We already have said we will accept the Afghan army and the police."

He said Hizb-i-Islami envisioned a multiparty government in postwar Afghanistan. At the same time, the group wants all U.S. and NATO forces, including military trainers, to leave Afghanistan, he said.

"The presence of any foreign forces will be not acceptable to us under any cover," he said. "Daily, there is another American killing of civilians. The longer they stay, the more they are hated by the Afghan people."

Overtures to Hekmatyar's group show not only the degree of U.S. interest in pursuing a settlement but also the complexity of putting together an agreement acceptable to all sides in factious Afghanistan. The U.S. formally declared Hekmatyar a "global terrorist" in 2003 because of alleged links to al-Qaida and froze all assets which he may have in the United States.

Hekmatyar, who is in his mid-60s, was among the major recipients of U.S. aid during the Afghan war against the Soviets in the 1980s. He and other anti-Soviet commanders swept into Kabul in 1992 and ousted the pro-Soviet government, only to turn against one another in a bitter and bloody power struggle that destroyed vast sections of the Afghan capital and killed an estimated 50,000 civilians before the Taliban seized the city.

A bitter rival of Mullah Omar, Hekmatyar fled to Iran and remained there until the Taliban were ousted in the 2001 U.S.-led invasion. He declared war on foreign troops in his country and rebuilt his military forces, which by 2008 had become a major threat to the U.S.-led coalition.

Contacts with Hekmatyar's group as well as parallel efforts to negotiate with the Taliban have taken on new urgency following the NATO decision to withdraw foreign combat forces, transfer security responsibility to the Afghans by the end of 2014 and bring an end to the unpopular war, which is increasingly seen as a drain on the financially strapped Western countries that provide most of the troops.

On Sunday, the U.S. special envoy to Afghanistan and Pakistan, Marc Grossman, completed two days of meetings about the peace process with Karzai and other Afghan officials. Grossman, who was to travel to Qatar on Monday, urged the Taliban to issue a "clear statement" against international terrorism and affirm their commitment to the peace process "to end the armed conflict in Afghanistan."

U.S. officials also have reached out to the Pakistan-based Haqqani militant network to test its interest in peace talks. Haqqani fighters, the second largest insurgent group after the Taliban, have been blamed for most of the high-profile attacks in the heart of the Afghan capital.

Kodak gets 2013 deadline to reorganize

(AP) ? Eastman Kodak Co. has a little over a year to reshape its money-losing businesses and deliver a get-out-of-bankruptcy plan.

Girded by a $950 million financing deal with Citigroup Inc., the photography pioneer aims to keep operating normally during bankruptcy while it peddles a trove of digital-imaging patents.

After years of mammoth cost-cutting and turnaround efforts, Kodak ran short of cash and sought protection from its creditors Thursday. It is required under its bankruptcy financing terms to produce a reorganization plan by Feb. 15, 2013.

U.S. Bankruptcy Judge Allan Gropper in New York gave Kodak permission to borrow an initial $650 million from Citigroup.

He also set a June 30 deadline for Kodak to seek his approval of bidding procedures for the sale of 1,100 patents that analysts estimate could fetch at least $2 billion. No buyers have emerged since Kodak started shopping them around in July.

Through negotiations and lawsuits, Kodak has already collected $1.9 billion in patent licensing fees and royalties since 2008. Last week, it intensified efforts to defend its intellectual property by filing patent-infringement lawsuits against Apple Inc., HTC Corp., Samsung Electronics and Fujifilm Corp.

Kodak is also pursuing another high-stakes dispute before the U.S. International Trade Commission in Washington, D.C., against Apple and BlackBerry maker Research in Motion Ltd. over image-preview technology it patented in 2002.

Kodak has said it hopes to garner $1 billion from the two-year-old claim. But the commission, a U.S. arbiter for trade disputes, recently put off its decision until September.

Founded by George Eastman in 1880, Kodak turned photography into a mass commodity at the dawn of the 20th century and was known all over the world for its Brownie and Instamatic cameras and its yellow-and-red film boxes. It was brought down first by Japanese competition and then an inability to keep pace with the shift from film to digital technology.

"They're a company that knows more about imaging than anyone else in the world," said Robert Burley, a photography professor at Ryerson University in Toronto. "But I think they lost their ability in their corporate structure to turn those innovations into real-world applications and get them on the market fast.

"There were just too many fronts to deal with, too many battles all at the same time."

In its Chapter 11 filing, Kodak said its nearly decade-long overhaul has been undermined since 2008 by a sluggish economy and high restructuring costs. Its payroll has plunged below 19,000 from 70,000 in 2002, and it hasn't had a profitable year since 2007.

"At the same time as we have created our digital business, we have also already effectively exited certain traditional operations, closing 13 manufacturing plants and 130 processing labs, and reducing our workforce by 47,000 since 2003," CEO Antonio Perez said.

"Now we must complete the transformation by further addressing our cost structure and effectively monetizing non-core (intellectual-property) assets," Perez said in a statement.

Kodak's stock edged up to 32 cents in over-the-counter trading Friday afternoon. The bankruptcy filing prompted the New York Stock Exchange to delist the securities.

NASA still not hiding aliens: Triangular 'UFO' debunked (+video)

Footage captured by NASA shows Venus, Earth and, on the opposite side of the field-of-view, a?briefly?mysterious triangular object headed our way.

Once again, alien conspiracy theorists have attempted to use publicly available NASA images to prove that the space agency must be engaging in an elaborate UFO cover-up. And, once again, they've been foiled by the laws of physics.

This time, they called attention to?peculiar new footage?captured by a telescope onboard NASA's STEREO-B spacecraft ? one of a pair of probes parked on either side of the sun which, together, provide a 360-degree view of the inner solar system. The footage shows Venus, Earth and, on the opposite side of the field-of-view, a mysterious triangular object headed our way.

"Comparing it for size to the planetary objects that are seen in this telescope, if my calculations are correct, that thing is enormous," said YouTube user "BeePeeOilDisaster" in his video commentary on the footage, which was captured Dec. 27 -29. Talk of a cover-up quickly followed when, a few days later, NASA scientists updated the STEREO website to display newer images.?

This is not the first time?alien hunters?have found what they believe to be enormous UFOs in images captured by the STEREO probes. [Mysterious Planet-Size Object Spotted Near Mercury]

But this time, the team of scientists who work with data from the probes decided to address the claim directly. In?a post on the STEREO website, the researchers offered up an explanation of the triangular feature in the December footage. The researchers say it's no more than a trick of the light.

"The answer lies on the exact opposite side of the image," the scientists wrote. "At the same time as this strange-looking feature starts being visible, the very bright planet Venus enters the [telescopic camera's] field-of-view from the lower left."

The scientists note that Venus and the triangle, opposite each other across the middle of the camera plane, stay in step as they move. "This is not a coincidence. The strange-looking geometrical 'object' is actually an internal reflection of?the planet Venus?within the telescope optics. This effect has been seen many times before."

In this optical effect, incoming light reflects back and forth off lenses and mirrors inside the telescope; the shape of artifacts produced by this scattered light ? usually triangles and circles of various sizes ? depends on the relative orientations of those lenses and mirrors.?

Another example of internal reflection, this time of light from planet Earth, can be seen in?a STEREO-B image from May 2007. More examples of internal reflection and other optical and data-processing artifacts are displayed on the scientists' "Image Artifacts" Web page, along with explanations of the various effects.

Google Wallet

A giant question mark hanging fairly quietly over the head of Android (and maybe moreso Google) has been Google Wallet. That's the service that lets you pay for things with a credit card account simply by tapping your phone on a payment terminal.

But Google Wallet remains a Sprint (and Citi Mastercard) exclusive, only on the Sprint Nexus S 4G. It's not officially on the new Samsung Galaxy Nexus. It's not officially on Android 4.0 Ice Cream Sandwich. That's not to say we don't have it on other devices -- it's just not official. And that's furrowed a lot of brows.

Google gave a brief non-update today in the Q&A portion of its Q4 earnings call. Google senior vice president Susan Wojcicki gave us the following: 

"We want to focus on products that people use every day -- products at our core. And all of us use our wallet every day. And we think it's a big opportunity for us. We are continuing to invest in our wallet business. And we see a lot of opportunity. For example, there might be opportunitites in the future how online and offline are linked together. And better opportunities with the way different parts of our business wind up working.

"So we are very excited about Wallet, and we will continue to invest in it."

Good to hear, but tell that to everybody not on the Sprint Nexus S 4G.

A very active weather pattern will continue in the West on Thursday as the strong jet stream directs moisture and Pacific disturbance across the Northwest. Coastal rain, valley sleet and freezing rain, and heavy mountain snow will persist from parts of the Pacific Northwest and northern California through the Northern Rockies and down into the mountains of Utah and Colorado. Expect another 5-12 inches of snowfall in areas in areas of the Pacific Northwest and Northern Rockies, and up to 7-15 inches in the Great Basin. In addition to precipitation, winds gusting to 45 mph and over 75 mph in the mountains will join the mix, leading to periods of blowing and drifting snow with reduced visibilities.

To the east, a low pressure system in the Upper Mississippi Valley and the Upper Great Lakes will drag a cold front through the Upper Great Lakes and the Ohio Valley as the system lifts northeastward into southeastern Canada. Expect snow showers and perhaps a few snow squalls ahead of this cold front from the Great Lakes through the Northern Appalachians southern parts of the Northeast. Behind this system, a very frigid arctic airmass will spread into the Northern Rockies and Northern Plains, dropping temperatures down to 30 degrees below normal. Temperatures in the Lower 48 states Wednesday have ranged from a morning low of -27 degrees at Cut Bank, Mont. to a high of 81 degrees at Kendall, Fla.

BLOOMFIELD HILLS ? Sky Foundation Inc., a?nonprofit dedicated to raising awareness and funding research for the early detection of pancreatic cancer, Wednesday announced it raised about?$111,000 in 2011, bringing the total raised since its inception in 2008 to nearly $340,000.

Sky Foundation funds a scientific and physician partnership between the Barbara Ann Karmanos Cancer Institute, Henry Ford Health System and Wayne State University. The foundation?s goal is to fund research to develop an advanced blood screening test identifying antibodies indicating a malignancy in the pancreas. The antibodies will be used as diagnostic markers that aid in the early detection of pancreatic cancer.

Sky Foundation raised the money in a variety of ways: at its annual brunch in November, and through individual gifts, memorial donations, and smaller fundraisers.

Also in 2011, Sky Foundation funded two blood draw events as part of a clinical research study by Henry Ford Health System and the Barbara Ann Karmanos Cancer Institute to develop a rapid and inexpensive blood screening test for the early diagnosis of pancreatic cancer. In early 2012, it began funding a research study of blood serum specimens obtained at the time of endoscopic ultrasound, a procedure used to diagnosis pancreatic cancer.

?I am thrilled that we are able to fund these two very important components of the research project, and I am hopeful this means that very soon we?ll have the test to detect pancreatic cancer at an early stage,? said foundation founder Sheila Sky Kasselman.

Oops: Man gets $44 million hospital bill

Patients don't normally get sick once they've returned home from the hospital, but one New York resident said he almost became ill when he received a whopping $44.8 million bill from the Bronx-Lebanon Hospital Center.

?I almost had an asthma attack,? Alexis Rodriguez, 28, told The New York Daily News.

Rodriguez, a doorman who is currently unemployed, is one of several hundred patients getting billed for tens of millions of dollars because of a computer error at the New York City hospital.

He told The Daily News that initially, he thought the bill was legitimate because he had received a large bill last spring when he was hospitalized for pneumonia for three weeks ? although that bill was in the tens of thousands of dollars, not millions.

This hospital visit, again for pneumonia, was for outpatient services, reported The Daily News. The $44,776,587 bill should have amounted to no more than $300.

The error occurred beceause the company that prepares the bills had mistakenly put the invoice number in the space where the invoice amount should go.

"We are sending an apology letter to everyone who received" the multi-million dollar bills, PHY Services representative told The Daily News, adding that the company will send out corrected invoices.

The hospital didn't immediately respond to requests for comment on Monday, The Associated Press reported.

Rodriguez told The Daily News that while he was glad he wouldn't be charged more than his actual bill, he was still upset with the company's carelessness.

?I think they should have somebody look over the bills before they send them out," he said. ?I understand manpower may be down, but to send out a lot of bills with numbers that big ? someone could have had a heart attack.?
